Its simply mechanical solutions
where you could added a folded Scissors-Beams
for each level added
lowered down from small hatch opening
using hoist cables to lower them accordingly (one by one)
then push them against the Circular Shaft wall (lined by cast plate ring)
i could give you much more details for the connection
the strength of this idea is both beams are in compression and both connected laterally with bolts

i think you trying to reduce the cost through these I-beam strengthening
in my opinion these are just temporary solutions, later they will be expired because of humidity, drainage infiltration and accumulated moisture ...etc
you should go large and add new steel frame that support the vertical bearing wall and Ring-shaft walls once and for last.
