Avoiding Tie Beam Requirement

If soil around shallow footings has been improved, do you still need to tie shallow foootings being in SDC D, E or F, Site Class E or F.

What's your logic on why the ties should be omitted now that the soil has been improved? My understanding is that the ties are there to keep things together and stable laterally under seismic action. I'd think that demand would still apply unless your soil improvement is actually getting you a better site class and SDC rating.
