AWS/ANSI F4.1 standard

Dears,

Any body has the standard of AWS/ANSI F4.1 (Safe Practices For The Preparation Of Containers And Piping For Welding, Cutting, And Allied Processes. Actually, I want to cut an oil pipe but I want to know the procedures and precaution to do so. If someone can help me to get this standard or if you know some good recommended practice to replace the oil pipe I'll be thankful
