AWS D1.1 - 6GR Qualification 1

May I ask if the following questions, presented by a worried inspector, are legitimate and what would be the correct answers?

1) - AWS D1.1-2008-Fig 4.27-
6GR Test specimen used to qualify 6GR Welder.
AWS Table 4.10 - limits the qualification with Note "d"
thus basically he is not qualified to weld pipe where internal access is not possible.
Why this limitation required/included?

2) - ASME Sect IX does not have any provisions for 6GR Qualification as a 6G welder qualified to weld all position except for QW-303.3 - which refer to 'special position'.
Can 1GR / 6GR welder test position be confirmed as "Special Joint"?

All I have handy is D1.1:2004
Are you speaking about the note that says:
"Not qualified to weld joints welded from one side without backing, or welded from two sides without backgouging"?

If so, that note only applies to butt groove welds made in pipe, not the T- Y- or K- joints that the 6GR test is intended to test for.

If you want a welder qualified to weld open root pipe butt joints or similar, the welder needs to take the 6G (if all postion is desired) test from fig 4.24, where the ID's of the pipe are not offset as they are in the 6GR test.

As for ASME, there are no restrictions places on the type of joint configuration as there is in AWS regarding joint access, so no 6GR test is called out in Section IX. The 6G test gets the welder qualified for all positions. The "special position" tests are optional tests that if given, only qualify for the "special position" plus a little tolerance.
