AWS D1.1 vs 1.5

We are welding pier brackets and thought D1.1 was the governing code. Is this correct or is D1.5 correct.
These brackets will be bolted to the piers.

Which Authority will certify your welds? But did you look if there are any substantial differences in requirements?
