Question from a dumb structural engineer here, just looking for opinions.

Have a welded splice need to make for some contractor screw ups using A615 Gr 75 rebar. Preheat and other parameters look good on the submitted WPS, appear to meet AWS D1.4. But contractor can't find E10018 locally available, is requesting to use E11018 instead.

Is this just a flat 'no' or is there additional testing that can be done to qualify this? I gather it's a step up in strength, but from some older journal articles (https://www.aws.org/wj/supplement/june99/SURIAN.pdf sounds like it's potentially a bit more difficult, need some tighter controls on other welding parameters.

Suggestions?

He can use the filler metal he wants to use if he qualifies the WPS by testing as described by D1.4.
