AWWA D-100: allowable compressive stress ?

I have worked with D-100 in the long distant past but do not have access to the current Edition. Are the rules for allowable longitudinal compressive stress (or critical buckling) given in AWWA D-100 Section 13.4.3.4 based on Clarence Miller's method that is the basis for the new ASME Section VIII Division 2 allowable longitudinal compressive stress? These rules are quite complex and it would be interesting to me if AWWA is using these as well. Thanks.
