In B31.3, What mean procedure qualification by Others, precisely Others ? Who is considered as Others ?

Check B31.3-2020 Sections 328.1, 328.2.2, and 328.2.3.

Essentially, anyone who is not the current employer of the welder.

Generally speaking, ASME piping codes and construction codes require the employer to qualify their WPSs and welders. However, there are provisions that allow the contractor to purchase "Standard WPSs" from the American Welding Society. Contractor does have to jump through some hoops before using the SWPS for production welds. The steps required are listed in Section IX, Article V.

That being said, be aware that the construction code has to be reviewed to see if the use of SWPSs is permitted. The SWPSs are not permitted if CVN testing is required or (if I remember correctly) when PWHT is necessary. In the case of B31.3, SWPSs are not allowed for systems identified as "High Pressure".
