Is it correct to place process equipment in a containment dike of a storage tank?

Define correct? You can do it, provided the electrical work meets any NEC requirements if it's an electrically classified zone. You may want to raise any equipment in the event of strong rain or spill.
 
Hi RVAmeche, I'm sorry for the short explanation. the idea is to place some process equipment such as a heat exchanger, a distillation column, in a confined space within a holding dam of a Dowtherm RP storage tank. What do you think about it?
 
IMO, it may have concerns to place process equipment with tank inside a confined space, such as:
- required safe space between the equipment and tank per Fire Code
- not enough dike volume for the tank size
- potential safety issue to O&M in case of tank spill
