I believe what you are calling an inductive measurement transformer is a common transformer that steps the voltage down to a useable level, such as 120 V. It is commonly refered to as a Potential Transformer and will have a metering accuracy associated with it.
What you refer to as capacitive transformer is a coupling capacitor. It is a series of capacitors with a tap at a location where the voltage is graded down to a useable level. These are typically used on high voltage systems, especially power line carrier signals.
