We found some piping have a very good corrosion protection in seawater. So we chase the source but fail. then we take some sample to test, the result is:
Carbon 0.04 Silicon 0.34 Manganese 0.77 Sulphur 0.006 Nickel 11.5 Chromium 17.3 Molybdenum 2.15 Copper 0.27
Any expert or specialist can tell me what is it?

It looks like 316 to me, and no, it is not suitable for seawater service. As soon as you get any fouling or dirt you will get under deposit cervice corrosion.
You should check the Nitrogen content also, it may be 316LN.
