B16.34 max allowable pressure

Is it true that no pressure associated with Level A, B, C, or D service conditions can exceed the maximum allowable working pressures (at the appropriate temperature) listed in ASME B16.34 or are there 'factors' that can be applied to the B16.34 values similar to the allowable stress values when evaluating these conditions?

B16.34 pressures listed are the max allowable in service.
Shell test uses 50% overpressure.
