B31.1 / B31.3 Receving Inspections

Hey guys,

Is there anywhere in the code that states that all pressure bearing parts must have a Certificate of Conformance or a ANSI certification when received in order to build to either 31.1 or 31.3?

No, but the codes do say that ANSI flanges are acceptable of and in themselves. Specials require demonstrated suitability for the pressure.

ASME B31.3 does not require Certificates of Conformance or ANSI Certification. The required markings on the pipe and pipe components are sufficient.

The same is true for Non-boiler External piping under ASME B31.1. For Boiler External Piping, the requirements of 123.2.2 apply, "The material manufacturer or component manufacturer shall certify, with evidence acceptable to the Authorized Inspector, that the ASME specification requirments have been met."

remember that the Code is the minimum requirement!

if you don't inspect or ask for verification of meeting the Code then catching it later is more costly than taking precautions on the front end.

this keeps the honest people honest.

Your materials procurement and receiving methods must reflect the risk associated with failure if the wrong material is used and the probability that wrong materials can be received. The first thing that I always check during a failure analysis is whether the material is correct. Neglegence penalties in civil suits can be large if proper industry practices have not been employed. It has been my experience that CMTRs are often required by Owners in their specifications as well as postive material identification (PMI) for alloys.
