B31.1 VS B31/.3

I am installing new natural gas boilers in a powerhouse that services a large chemical plant. The piping standards for the plant follow B31.3 code for all services including steam/condensate/boiler feedwater and continuous blowdown. The P&Ids have a spec break in the piping at the point of Boiler piping and non-boiler external piping. Does the facility owner have jurisdiction over power piping that would normally be governed under 31.1?

It is the owner’s responsibility to select the Code
Section that most nearly applies to a proposed piping
installation. Factors to be considered by the owner
include limitations of the Code Section, jurisdictional
requirements, and the applicability of other codes and
standards. All applicable requirements of the selected
Code Section shall be met. For some installations, more
than one Code Section may apply to different parts of the
installation.
The owner is also responsible for imposing
requirements supplementary to those of the selected
Code Section, if necessary, to assure safe piping for the
proposed installation.

I don't use B31.1 much, but it is quite clear that it is the most suitable design code for power piping associated with boilers and generating stations and systems.

It doesn't mean you can't use B 31.3 so long as the temperature limits etc apply.

Perhaps remind the owner of the section above and point out that B31.1 is, in your opinion, the most suitable code for a certain part of the system and that you can have two codes ( see highlighted bit above)

Does the boiler is design and constructed according to Section I? If yes, you shall use B31.1.
Refer to PG-58.
 
My former compant built dozens of boilers serving two purposes (electric power geeneration and process steam) in chemical/petrochemical process plants in the US. B31.1 governed the piping in the power boiler including piping to the turbine; however, piping delivering process steam to the process plant was built to B31.3 in almost all cases.
