B31.1 weld detail

I am interested if anyone can identify a clause in B31.1 that allows or prohibits the weld detail below. This is for welding a blank plate to the end of a pipe (say DN350, steam at 25 bar.

Just do a word search in the code for complete penetration and you will have your answer.

My search in the code for complete penetration came up with

127.4.2 Girth Butt Welds shall be complete penetration welds

127.4.8 Welded Branch Connections (A) Welded branch connections shall be made with
full penetration welds, (expectations for small fittings)

127.4.9 Attachment Welds may be made by .. partial penetration,

So while the code does address the pipe to plate weld, the message is there to limit partial penetration welds to small fittings and attachments.
 
One must ask the question, why would you want a non full penetration weld? This creates a notch at highest load location in bending. While I have specified this weld for temporary blinds during hydrotest, I have never permitted such a design for permanent parts under B31.1.
