I am looking to remove an existing pipe shoe which is currently welded on and replace with a clamp-on shoe (no welding required) However, the existing shoe will likely have to be cut off of the existing 8" pipe. Will I need to hydrotest the piping since the shoe was cut off from the pipe surface?

I don't believe so.

Pipes are fairly strong and this is almost certainly a fillet weld so should be able to be removed without issue

IMO, it may be acceptable if the shoe was cut off without damage the 8" pipe.
 
Let us assume the pipe support was welded on to the outside wall of the pipe with a simple fillet weld.
That can be ground off by all but the most inept worker without gouging or heating the pipe wall.
If so, there will be no heat affected zone on the pipe except from the original weld, and no tearing or delamination of the pipe wall except by the original weld.

So, grind it smooth with no undercut, then NDE (dye pen and visual) to verify the pipe surface is not damaged or cut.
