B31.8 Branch Reinforcement Question

I'm working on an odd header where the header pipe runs vertical and the two branch pipes come in 90[°] from each other (see the attached drawing). I did the Appendix F calcs and found that the Sched 40 16-inch header (0.50 inch wall) and the Sched 40 6-inch branches (0.280 inch wall) did not need any reinforcement.

Looking at 831.4.1(e) I think I see that the affected zone only extends two times the wall thickness of the branch. My client is looking at 831.5 and seeing that the two branches must be separated by 1.5 times the branch OD (9 inches). My read is that the 831.5 restrictions apply to branches that are separated by the run of the header, not the circumference. The branches are separated by about 5.5 inches which is less than the branch OD.

Does anyone have a feel for what is right?
