A flare header includes sweeps etc. Some regulatory controls vent to the flare header. These sources maintain some pressure even when no other valve is relieving. The pressure in the flare header is superimposed back pressure.
When a relief valve opens, the fluid building up in the outlet piping is a source of built up back pressure.
