Ballast at grade crossing

We have encountered a small problem,

Is the necessity for ballast use is to drain the water, because if so, this mean we could use finer grade and compacted rock at a grade crossing because water just flow ON the road and never gets into the ballast at this section...

Tell me if I'm wrong

Wont the water flow in the grooves next to the rails and have nowhere to go, when user finer grade?
Biggest problem at grade crossings is the corroding feet of the rails. You'll need to provide a solution for this.
