ballooning bug

I have one assembly drawing that SW03SP4 will not balloon correctly. There are 3 views, two are of the same configuration, one is of a different configuration. The balloons number correctly for the view I've inserted the BOM for, but some of the balloons from the other two views are numbered incorrectly. If I delete the BOM and reinsert it for a different view, then those baloons are correct, and some of the other views' balloons are incorrect. The incorrect numbers are always off by 1. Which balloons are affected seems to be random. Even if I start a whole new drawing the problem doesn't go away. In my two years using Solidworks I've never had this problem before. Anyone know what's causing this?

Do you suppressed any part in configuration??
I suggest you should check this first
 
It sounds to me that there is an item supressed in one of the configs you are using. Try hiding that item instead. If all the same items are unsupressed in each config, the bom will be the same.
 
Nothing is suppressed.
 
Before ballooning, in the view that has the numbers correct, RMB it and choose "Lock Focus" and see if that fixes it.
