Barrage structural design steps

When you design a Barrage, you go through the normal steps. Define your loads, define your layout, choose an analysis approach, verify that your members are adequate for the loads, etc.
Oh yeah, what's a barrage? Isn't that where the enemy shoots artillery at you for a long time?

By Barrage I mean, a type of low-head, diversion dam which consists of a number of large gates that can be opened or closed to control the amount of water passing through.
