PS
while training to design a 10-story building, I asked many engineers about base joints for columns and shear walls, some said that joints considered as pinned are safe and more economic, but, in my opinion, the lateral load will cause a moment at the base that I should design for, any ideas? also, does my seismic resisting system which is an Ordinary reinforced concrete shear wall affect the assignment of base fixity, as all lateral load will be taken by the shear walls?

Into recently most people would treat the column base as pinned and then detail the footing to column connect with some moment abilities. It is only because recently that programs have started handling semi-rigid springs that people have started to get fancy.
