base plate template requirement for skirt supported vessel

Hi,
for pressure on skirt support, this is a general practice that vessel manufacturer prepared a template(jig plate for anchor bolt installation. My question is this a mandatory requirement or a good engineering practice. I mean if we do not mention in data sheet or engineering spec, still the vessel manufacturer has to supply this template or not?

Template shall be stated in the order, and delivery time also.

As a manufacturer I would only supply what's called for by the contract. Some customers ask for templates, and others don't.
 
I'll echo the responses of the others. We only supply templates when they are specifically asked for. There is nothing in any code that requires us to supply one.
 
IMO, it's a purchased item. If missed in the original contract spec, you may add it to the PO since it's important to have for the vessel erection. The cost should be a minor issue if it's important.
