Bathtub +AC powered device. Is there a safe path to production?

Hi,
I'm evaluating a concept that is similar to this vintage bath spa/jet system- particularly in its use of AC power. Modern similar products tend to use a DC converter at the plug or inline with the cord.

The reason this configuration uses AC is because it contains a heater and would be rated around 500 watts. Presently there are assorted safety features including GFCI plug, encapsulated electronics, temp, buoyancy, orientation, and current sensors that all verify that the unit is operating as intended (with only the immersive heater submerged- and onlycan be activated when it's submerged).
All I'm interested to know with this post is if there is a potential path for UL cert eventually, or if use of a 500watt 120vac heater in a bath product is always going to be a dead end and disqualify this product in any configuration. Thanks for any feedback!
