Battery for Samsung 18" tablet

We have a Samsung 18.4" Galaxy View.
This has something similar to a laptop battery, the mains charger outputs 19v 2amps, and it has a 5700 mAh battery.

Currently the tablet runs for 5-8hs on its own battery alone. We are looking to run the tablet for a full 24hs so decided to buy a:
20000mAh

so we expected this to charge tablet 3 times.

However it only charges the tablet from approx 0-40% and is dead?

Im not an expert but what am I missing, it there anyway this battery can work?

There's really not sufficient information to say, but a 19V charger will NOT fully charge a 19V battery. It's likely that your Samsung battery is more like 18V or lower, not 19V. Go do some research on charging batteries; battery university is a good starting point.
