Engineers who design and seal Post Tensioned foundations should have knowledge of who inspects the foundation prior to concrete batch pour.
The inspection would insure the design and site preparation has been correctly constructed.
Because of no Texas licensing of homebuilders and no permits or inspections in the unincorporated areas of Texas, some homebuilders do not have inspectors, or inspectors that are knowledgable or ethical in the sequence of soil sample to site preparation instruction by the design engineer.
Post Tensioning will at least help minimize differential settlement in expansive soil if properly constructed.
