I just had quick question regarding cope holes at the beam CJP Welds. Mainly I was just wondering if these cope holes are only required in order to give the welder sufficient access to deposit sound welds across the width of the flange. Or are they provided for other reasons?

As far as I know it's for welding purpose.
 
it generally isn't a good idea to cross previous weldments (tri-axial state of stresses)...
 
A crown for the King... also the same reason for clipping stiffener plates to prevent welding in the fillet area of a beam...
