It probably is conservative. But, then, calling the beam fully fixed would surely be unconservative. Girder twist and web deformation will introduce some flexibility to the connection.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
The AISC talks about partial fixity v.s. full fixity. You could run things in a finite model and compare the rotation of the beam ends to figure out where you land in terms of partial fixity, and then proceed based on that. The time you take to figure it out will most likely cost more than the beam weight you will save, at least based on my experience. And then it will be installed differently in the field by contractor error, which will completely negate your calculation exercise.
