Bearings for rotating titanium cylinder

Hi All,

I am designing a small device for a scientific experiment. Goal is to study the behaviour of polymer mixtures under certain loads.
As you can see in the att. I made a concept design in which a cylinder is rotating in a cup. The radial play is 0.2 mm.
Max rpm is 15000, although I convinced the scientist to go to lower speeds, like 3000... Stainless steel is not allowed, so I was thinking of a titanium cylinder. Cylinder is driven by a belt drive.
Bearings are skf angular contact ball bearings, 718 series.
indide diameters 10 and 15 mm. Cylinder height appr. 140 mm.

Questions: Is a combination of SS bearings and titanium cylinder recommendable? Does the cylinder need to be hardened?
