this lift was wired for 440v I believe, it has a three wire
transform wired in on the control circuit (220v) with a toshiba motor for the hydraulic lift pump, the problem is the
motor data plate is written in a different language, and on the three wire transform the only thing I can think of is 440
on the two leg with a center tap for the 220V.

two reasons why I think it was wired for 440v 1. I pulled an air compressor out of the same building that was wired for 440v. 2. The motor is a 9 lead motor with three of the
leads 1.ea tied to the hot legs and two wire ea. wire nutted
for the other 6 leads. like a regular 9 lead motor with
1,2,3, tied to power and 1,7*2,8*3,9 tied together for high
voltage.

Your assumptions sound reasonable.
When you try it on 440 volts, use fuses or a breaker close to the proper size.
Checking a motor when you are not sure of the voltage is NOT the time to use the great big spare breaker in the MCC because it's handy.
