best way to fully define cylindrical objects

I am trying to avoid "packaged" components. I have a large assembly with a number of cylindrical objects (pins or dowels) in it. Each one is located by being "inserted" and a "mate" or "align" constraint. I guess I could create a new reference plane and line some of the items up with it. I'm avoiding "fix" as a constraint because they would no longer be parametric. What are the best ways to fully define these sort of parts? Thanks.
