Blackout in US Southwest 1

News of a blackout reaching from Southern California to Arizona are being reported on the Media. Does anyone have more information on what atually failed and where?

FWIW, from the LA Times- "...The outage appears to be related to a procedure an APS employee was carrying out in the North Gila substation," an APS spokesman said in a statement..."
 
Supposedly he was replacing a piece of "test equipment"

Guess he pulled the wrong plug - a real Homer Simpson - OOPS!!
 
Phone rings- "Bob, I'm at the North Gila sub, and we're out. What's going on?"

Bob- "#$%^& That's what I'd like to know, what the #$%^ did you do?"
 
whenever there is and outage it is always maintence and always intrumentation, what is puzzling however, is that almost coincidently with the initial outage (6:30 pm cst) the 75 m sw bands went silent for a few hours for stations north and south. 40 m was not affected.

did we have any coincidental solar activity that may have contributed to the outage?
