With reference to the thread above on concrete blinding layer.
Is it possible to replace a blinding layer with an equivalent or thicker builders plastic layer?

I don't see how plastic could do the same thing as a layer of concrete. You can do it, but it is not equivalent.
 
Is it better to have a blinding layer or to increase the concrete cover?
Having a blinding layer means we have to pour it then wait and then work whereas increase concrete cover is done at the same time.
What is everyone's opinion?
 
Blinding is doing a different job to cover. It's simply there to provide a decent working surface nothing else.

Cover implies protection for reinforcement, which blinding might seem to provide, but given there'll be a cold joint between the blinding and the structural concrete waiting to allow moisture to get in I wouldn't rely on it in any way.
