Suppose you create/define a concrete block in layer GFloor.I insert the same concrete block in layer 1stFloor.If I put layer GFloor off,my concrete block in layer 1stFloor does not show.WHY?

You have to create the block in whatever layer you want it to go in - it turns off because it still associates that block to the original layer it was created under. You could get it to stay on that layer if you would explode it.

Dear oijammu,
If you create a block from objectes that lie on the "0"
layer, and insert the block in other layers, the visibility
of inserted blocks does not depend on the visibility of
source layer (the layer "0").
If some objects in a block, blong to a layer other than the layer "0", turining off the visibility of source layer, turns off those objects in inserted blocks in all layers.
