Blocks in xrefs

My problem is that im designing a storm water system for a commercial development, and i created a new drawing and xref'ed the the entire site into the new drawing. Now everything is appearing in model space. But when i tile over to paperspace in my viewport everything is showing up again except for the actual drain inlets. I went back to the original drawing where the xref came from, and it turns out that the drain inlet was a block. why isn't the drain inlet block showing up in the new drawing?
Do i have to explode the drain inlet blocks and save?

help please!

They should show up fine. The only thing I can think of is that the layer they are on is somehow getting turned off or frozen. Check this and see. If not, I can't really think of another reason right now.
