Bohemite and Bayerite formation rate

Looking into improving bond quality of AL to AL for a heatsink application. Fins would be bonded using AL filled epoxy.

The problem, as I've been told, is that bohemite/bayerite formation causes a bond that is not reliable from both a mechanical and thermal perspective.

One possible solution is to abrade the surfaces to be bonded just prior to bonding. Would anyone be able to tell me how quickly after doing this significant Bohemite or Bayerite formation occurs? I've been told that work time is easily in the 24 hour range.

Another option is to use an iridite/alodine type finish and bypass hydrated oxide formation. The issue here seems to be that we need to be RoHS compliant. Are there any other finishes that would work?
