Boiler Desuperheater control valve - Regulating valve

As per ASME B31.1 clause 122,4 (A.1) "If the steam generator supplies steam to a steam turbine, a power-operated block valve shall be installed upstream of the regulating valve" - It is self explanatory. Is there any equivalent or similar writing in EN code or PED?
PS : I will be posting this thread in other Boiler and valve groups.
