Boiler HP Steam Line Preservation

Good day,
I need someone who has experience in boiler (HRSG) preservation. One of our HRSG's is under refurbishment (replacement of a bundle of tubes or harps). How do we stop the corrosion to build-up on the internal surface of piping? At what percentage of oxygen that corrosion will not occur?
 
You can remove moisture by using desiccant and possibly several air heaters to keep the humidity levels below 20% to avoid rust.

Is there a written theory that if we keep the relative humidity below 20% and continuous hot air blowing in order to avoid rust? In this condition what is the percentage of oxygen?
 
It's not so much the oxygen content as the moisture. This is from experience in the power generation industry for over 40 years.
