Boiler Room at basement

Dear Experts,
I was wondering if there is any restriction to put boiler room at the basement level. (below grade)
Boilers are natural gas type. There is mall located at above levels.

Please refer international standards: IBC, NFPA or similar.

Pay careful attention to combustion air requirements and exhaust stack lengths. Mall managers have a tendency to block combustion air intakes because (due to their Accounting degrees) they don't understand ....

How will the boilers be drained ?

Is there a robust system for rapid draining including a large sump and sump pump ?

Also, protect the boiler room from flooding from outside of the boiler room ...

In addition to the above response, the room should have a fire resistance rating based on life safety code or jurisdiction requirement, which ever is the strictessc; , doors should be UL listed for 1-1/2 hour rating and be self closing; louvers for fresh air intake should be spring loaded with fusible link to self close the louvers.
