This vague question should be restated as to the purpose of the boiler. Is the boiler to be used for heating or process? Is it the medium to hot water or steam? Is the pressure to be low or high? how much of a lead time do you need for the medium to do its job?
As far as literature Mark's or Kent ME handbooks or Perry's Chem Hdbk is a start in your research; then procure technical literature from boiler manufacturers. Once you have an idea or honed in to a specific boilers, contact boiler reps for additional support. A minimum of three bids is is desirable.

I make review for the reference mention I didn't get a lot of topic to this subject..
Is there any document to clarify how make sizing for heat surface area....? Lead Time require to do the job 5 minute. Low pressure

There is a ton of material available on boiler design so I am surprise that you came up "empty" with the references. The Kent series that you want is "Power". Submit your specifications to boiler suppliers if research time is not available as there is no short cut in this thread as boiler design is too extensive..

Chicopee I need clarify one thing I don't mean design boiler as fabricator.. I mean select proper size of boiler for given load to install at client

Not being disrespectful, it seems that you have little knowledge about boilers so,submit your client's specs to boiler distributors and they'll address those requirements with technical literature and memorandum from which you can formulate your presentation to your client. Technical literature will have boiler sizes, hot water heating capacities and steaming rates, heating surface areas, firing rates with turn down ratios of burners, max allowable pressures to which boilers are constructed, electrical specs if dealing with electric boilers, and all safety components required for the safe operation of boilers. Just realize that in addition to fire tube and water tube boilers which are of steel construction, you could also have cast iron boilers and once thru flow type boilers. Nodular cast iron boilers can be operated under higher pressure than regular cast iron boilers. You also have miniature type boilers. So due to the diversity of the boiler market, contact distributors preferably US manufacturers because they have more at stake due to product liabilty whereas foreign manufacturers may not be as accomodating.

Thank you Chicopee,
Kindly can you provide me us boiler manufacturers to contact them

Cleaver Brooks and Zurn boilers would be two choices for process steel boilers.
