IS THERE A WAY TO HAVE MULTIPLE BALOONS ON THE SAME ARROW? I WANT TO CALL OUT A SCREW AND A WASHER AT THE SAME TIME. ALSO, CAN I ADD 2 PL NEXT TO A BALLON FOR REFERENCE?

Use stacked balloons. Split balloons might work for your second question.

 
In 2007, I believe it was in the Annotations toolbar.
In 2008, I think it was removed from the toolbar by default (but you can add it back in). you can still select it by pressing 'S', go to the Annotation Drop-down menu, then click Stacked Balloons.

Yes, just add a regular note next to the balloon and then Group the note and balloon.

To add a note next to a stacked balloon, add another balloon, remove the border, change to text. I believe someone wrote a description for this a while back.
