Bond strength between Type 2 Non-Shrink Grout and Pipe Duct

In a case where there's a tensile force on a rebar passing through a 3" dia grouted hole, with the hole being 11" long, what bond strength can I assume between the pipe duct and the grout? The pipe duct has a 1/8" corrugations spaced at 1/2".

Won't the rebar/grout interface govern before the grout/sleeve interface.

What rebar dia shall be used?

Here is what PCI Design Handbook 7th Edition has:

Note 12" MINIMUM length.
 
I generally use 25 to 50 psi for grout bond strength.
