Bonding agent required for application of latex-modified cocrete?

Project is a pier rehab for the Navy. Hundreds of columns are being repaired (chipping off spalls and delams, cleaning corroded rebars, etc.). The Navy spec calls for polymer (latex) modified concrete and epoxy-based bonding agent for the vertical column-repair application. Contractor's RFI says that epoxy-bonding agents are "not typically" used with latex-modified concrete because the latex provides enough additional adhesion. Every one I talked to says the bonding agent is a must. Anyone out there have experience with this? I suspect the contractor is trying to save time and money because there's only a short window of time to form up around the columns and pour the shell concrete when using the bonding agent, therefore limiting the amount of columns you can form and pour at a time.

Don't take the contractor's plea seriously. But for your own peace of mind, I would check with the supplier of the repair system. They should have a technical representative appointed to give advice on your job.
