Soon I will be openning an electrical consulting company. Can someone advise on the best books and softwares on MV and LV reticulation.

The books you need will depend on your background. Do you have an electrical engineering degree? Have you taken any electrical power courses?
 
i agree to testB.. With due respect, having those references without a good background is like living in the twilight.
 
Being a consultant can be less about having all the answers, but knowing where to look. Most consultant i know, myself included, have gathered substantial reference information before going into consulting practice. My clients appreciate getting their answers quickly because I know where to look most of the time. There are a few staples for power engineers, which I believe have been addressed in previous threads. Check thread 238-78075 for one of the most popular books.
