Does anyone have an experience of providing 'booster' pump in the cooling water return line?

Certain min. pressure at B/L in cooling water return line. After considering pressure drops in various exchangers, it is not possible to provide the required back pressure.

So, a pump in return line is being considered. Does anyone have experience of such configuration?

All our CTW returns are dropped into sumps and pumped to the CTW basin. This is to ensure everything goes in the right direction. We also have tempered water systems (CTW) due to process restraints that are circulated in the process area and then dropped to the sumps for return.
 
I'm not sure what you mean by a minimum backpressure. The backpressure is set by the final delivery point for the cooling water and the hydraulics downstream of your equipment.

I have seen several installations where a piece or pieces of equipment are not getting enough cooling water. In these locations, we've installed booster pumps on the supply side to increase the pressure and flow available for that loop (you want to put the pumps on the supply side due to lower CW temperatures and higher pressures at that point IMO). In case of pump failure, a bypass with a check valve is provided to maintain some flow through the system.
