Boundary from CFR49 Part 192 to B31.1

Is there a clear definition or rule to show where is the code jurisdiction change form gas transportation (CFR49 Part 192) to Power Piping Code (B31.1). Paragragh 100.1.2(C) in 1992 code shows that where fuel gas or fuel oil piping is brought to the plant side from a distribution system, B31.1 Code shall apply to the fuel gas and fuel oil piping downstream from the outlet of the plant metering assembly, unless the meter set assembly is located outside of the plant property, in which case B31.1 shall apply inside of the plant property. B31.1 2001 edition took off this paragraph. Can somebody tell me that b31. 1992 code is still a valid code boundary?

As per the latest B31.8, 802.12 (c), piping beyond the outlet of the customer¡¯s meter set assembly should refer to ANSI 2223.1 and NFPA 54.
