is it possible to create a break-out section in section view?

no not possible,
you should use standard view, or create a step in to your existing section, or a second section view - maybe with a short section line

I suspect that if you look, you will discover that creating a 'Breakout' view of a Section view is NOT supported by any of the various Drafting standards in use today.
