Broken Anchor Rod

I've got a situation where an F1554 gr55 anchor rod is sheared off at the bottom of base plate elevation. Contractor wants to weld fill the hole in the base plate to weld the top of the sheared anchor rod to the base plate.

I thought welding anchor rods to base plates was a bad idea, but I cant remember why. Any thoughts on if this is an OK procedure, or recommendations for another option? There is no uplift on this column.

Welding a threaded rod to the top of a base plate sounds more like covering up a mistake rather than solving the problem.

I would have the contractor field drill through the base plate, and into the foundation, far enough away from the original anchor bolt that the vertical shaft will not prevent drilling, and install a Hilti type epoxy anchor. I would also have him fill the existing hole in the base plate as he suggested.

Size the anchor bolt in accordance with the load.
