The broken delta connection of the secondary of the VT should be grounded or not while connecting to the damping resistor. Some manufacturer catalog shows grounding connection and some not.

If I have two secondary windings, one connected in wye neutral grounded and the second winding connected in broken delta but not grounded. Is it okay?

Charz-

No, each winding set needs its own reference to ground. The reason is that capacitive coupling can cause an entire winding's potential to rise. Have a ground reference on 1 secondary winding will not directly limit the other winding's ability to rise in potential.

Charz this is for safety grounding. You could remove the ground and equipment could still function properly (though it might get destroyed from exposure to high voltages wrt ground in the event of a fault). There should always be exactly one safety ground on these circuits. Each secondary is its own circuit. Be aware that using aux. transformers will also create isolated circuits which also need their own safety grounds.
