What is the rationale regarding the building period limitation in reference to any building code (i.e. ASCE 7-95 eq. 9.2.3.3.1-1 times Cu from table 9.2.3.3, ASCE 7-98 eq. 9.5.3.3-1 times Cu from table 9.5.3.3, UBC 97 Method B can only be 30% to 40% greater than eq. 30-8 depending on the seismic zone). Part b of my question is how does this relate (if there is any relationship) to high-rise structure? Thanks

It is essentially a minimum force limit and a recognition that the calculation of the fundamental period of an actual building structure versus is true period can be wildly different.
